Wielding sword inside court, attacking bar leader: P&H Bar Council suspends license of two lawyers

Chandigarh Police has registered a First Information Report (FIR) against the two lawyers. The High Court Bar Association will decide today whether to continue with strike announced yesterday.

The Bar Council of Punjab & Haryana late Wednesday night suspended the licenses of two lawyers after an alleged incident of assault against the Secretary of Punjab and Haryana High Court Bar Association (PHHCBA) and other advocates.

One of them was also seen roaming inside court premises with a sword.

In a meeting held at 11 PM last night, a special disciplinary committee of the regional Bar Council said it was a case of grave misconduct on the part of the two advocates - Ravneet Kaur and Simranjit Singh Blassi.

"Both of them have targeted the members of the HCBA, as well as the President, Vice President and Secretary of the High Court Bar Association, their such behaviour amounts to disrespecting the entire legal profession as they have violated the ethical standards and professional duties as envisaged under the Advocates Act as well as BCI Rules," the disciplinary committee said in its order.

The committee noted that due to Kaur's past conduct, her license had already been sent to the Bar Council of India (BCI) under Section 26 of the Advocates Act for removal of her name from the roll of advocates on account of concealment at the time of getting the license.

Further, it issued notice to the two lawyers and barred them from appearing in any court or before any authority as an advocate.

"Therefore, we are of this view that before proceeding further in this case, let a notice be issued to both the Advocates Ravneet Kaur and Simranjit Singh Blassi on their addresses given in the directory of the Bar Association as well as on their Whatsapp numbers for Friday i.e. 19.09.2025 at 03:00 PM. We also request the Worthy Vice President and the Honorary Secretary of the High Court Bar Association to assist us on the said date. In the meantime, the license of the both Advocates Ms. Ravneet Kaur and Sh. Simranjit Singh Blassi, is suspended forthwith and they are restrained from appearing in any court or authority under the law as an advocate, as well as adorning the lawyers' dress." 

On Wednesday, Kaur had made a mentioning before a Division Bench-led by Chief Justice Sheel Nagu that her laptop had been confiscated by the PHHCBA secretary Gagandeep Jammu.

The Court had declined to urgently intervene in the matter and asked Kaur to get her case listed first. However, Justice Nagu had also urged Senior Advocate Amit Jhanji to get the matter sorted out.

According to a notice issued by the PHHCBA, the allegations were baseless and Kaur accompanied by Blassi later entered the association office and misbehaved with the secretary and other members. Blassi was also seen roaming in the court premises with a sword and attacked the secretary and other bar members, the notice claimed.

"Subsequently, she sought fixing of her matter for tomorrow in CR–1. Despite the objections of nearly 100 members present in court requesting that no such accommodation be granted, her request was allowed. Upon coming out of court, Ms. Ravneet again created a ruckus and, along with Mr. Simranjit Singh Blassi, assaulted members of the Bar. It is further alarming that Mr. Blassi was seen openly roaming in the Court premises with a sword and attacked Secretary and other members of the bar , thereby creating an atmosphere of fear and intimidation. Both were taken away by police officials," the notice said.

On the Wednesday evening, the PHHCBA announced that it will observe a strike on September 19 (today) to protest against the alleged police inaction. It also took objection to the Court entertaining her request for urgent listing of the case.

Today, the PHHCBA said that a First Information Report (FIR) has been registered by the police against Kaur and Blassi. It further said a decision on the strike will be taken at a meeting today.

"The Executive Committee shall convene a meeting today at 11:00 a.m. to decide the further course of action. All members are requested to strictly adhere to the Association’s call for strike and not appear in Court today Any deviation from this directive will invite strict action against the concerned member," the PHHCBA secretary said in the notice.
