The Delhi High Court recently issued notices to the Registrar General and Registrar of judicial examinations after a candidate alleged irregularities in the Delhi Judicial Services Examination 2023. .A Division Bench of Justices C Hari Shankar and Ajay Digpaul asked the officials to explain why a rule nisi (a provisional order that will become permanent or final unless someone demonstrates a reason why it should not be made final) should not be issued. “Counter affidavit, if any, be filed within four weeks with advance copy to learned Counsel for the petitioner, who may file rejoinder thereto, if any, within four weeks thereof,” the Court ordered. The matter will be heard again on October 14. .The Bench was hearing a plea by one Meenakshhi Meena who approached the High Court alleging that the marks originally awarded to her in the Civil Law-I of the Delhi Judicial Services Mains Examination (Written) were tampered with by overwriting. She said she was given 5 marks for Question 8 but it was stricken off and the score was reduced to 3. This reduced her total marks to 68 from 70. “The said alteration and/ or cutting/ revision of marks is without any endorsement of either signature or initials of the examiner/ concerned authority,” the plea argued. Therefore, she sought directions to rectify the error and invite her for the viva voce. .Advocates Nitesh Mehra, Hitaakshi Mehra and Ananya Sikri appeared for the petitioner.
